Development of Peace Education Teaching Guide and Student Workbook


Introduction 

The Education Programme is committed to providing access to quality education that promotes peace and fosters a culture of understanding and empathy within educational settings. To that end, the organisation is recruiting an individual consultant or consulting team to develop a comprehensive Peace Education Manual for teachers alongside a corresponding Student Workbook. These resources will empower ethnic educators to integrate peace education principles into their teaching practices and provide students with engaging activities to cultivate skills for conflict resolution, empathy, and global citizenship.

 

Background 

In response to these challenges and inequities, the Education Programme was established in 2013 as a multi-donor program to support the provision of education services for marginalised, under-served children, particularly focusing on children in ethnic states and regions. We support:
Phase 1 (2013-2017) strategy focused on funding a number of local and international NGOs to extend service delivery, strengthen civil society organisations, and to promote collaboration, knowledge sharing, and civil society participation in policy reform. 
Phase 2 (2017-21) strategy shifted our focus to strengthening the complementary education systems, with an aim to support durable improvements in the quality of teaching and learning for children attending schools operated by complementary education systems, including ethnic and monastic education. 
Phase 3 (2021-25) strategy will build on our programme accomplishments to date, drawing on Phase 2 progress and learning to further advance the program goal. It will continue working with selected education providers to strengthen their capacity to deliver and sustain good quality learning opportunities for hard-to-reach children and promote gender equality, disability and social inclusion (GEDSI) in education.

 

Objectives 

  • Develop a comprehensive Peace Education Manual tailored for teachers, providing them with practical guidance, lesson plans, and resources to integrate peace education into their curriculum effectively.
  • Design a corresponding Student Workbook containing developmentally appropriate activities, reflections, and exercises to engage students in exploring concepts of peace, diversity, and conflict resolution. Additionally, the Student Workbook will include a list of further accredited peace education resources students can use. 
  • Ensure that both the Peace Education Manual and Student Workbook align with educational standards and cater to the diverse needs of students and educators.
  • Offer teaching and learning strategies for creating inclusive and safe learning environments that respect diversity and foster mutual understanding in the ethnic education systems.

 

Scope of Work:

The consultancy will involve the following tasks:

  • Conduct a comprehensive review of existing literature, curricula, and best practices in peace education, both nationally (within ethnic education systems) and internationally.
  • Consult with key stakeholders, including educators, students, educational experts, and representatives from relevant organizations, to gather insights and identify specific needs and challenges related to peace education.
  • Develop a detailed outline and framework for the Peace Education Manual, outlining key topics, learning objectives, and proposed methodologies.
  • Draft the content of the manual, including theoretical frameworks, case studies, lesson plans, and interactive activities, ensuring alignment with educational standards and pedagogical principles.
  • Develop a detailed outline and framework for the Student Workbook, outlining key topics, learning objectives, and proposed methodologies.
  • Draft the content of the Student Workbook, containing developmentally appropriate activities, reflections, and exercises to engage students in exploring concepts of peace, diversity, and conflict resolution. Additionally, the Student Workbook will include a list of further accredited peace education resources students can use. 
  • Incorporate feedback and revisions based on consultations with stakeholders including educators, trainers, and curriculum experts. 
  • Produce a final version of the Peace Education Manual and Student Workbook in digital, print, and printable formats, accompanied by all supplementary materials and resources.

 

Deliverables:

The consultant (or consulting team) will be responsible for delivering the following:

  • An inception report outlining the methodology, references, approach, and timeline for developing the Peace Education Manual and Student Workbook.
  • Draft versions of the Peace Education Manual and Student Workbook, including all relevant content, activities, and resources.
  • A final version of the Peace Education Manual and Student Workbook incorporating feedback and revisions from stakeholders and experts.
  • Supplementary materials and resources to support the implementation of the resources in educational settings.

 

Proposed Time Frame (37 days between October 2024 - January 2025)

Lead presentation showcasing the draft Manual in easy-to-follow format, facilitate discussion and feedback from the Education Programme and partners, to inform the second draft.
PowerPoint presentation, which summarises the contents of the first draft, as well as any notes from discussions with the Education Programme and partners
4 2nd Draft of Peace Education Manual 3 days Incorporate the Education Programme and partners’ feedback to create a second draft of the Manual.

5 Final Peace Education Manual for Teachers 3 days Following the Education Programme's formatting and publication guidelines, proof-read and edited, with required annexes. 
Submit the final version of the Manual
Finalised Manual which must be approved and accepted by the organisation.
6 1st Draft of Student Workbook 10 days

Drafting of the Student Workbook that contains developmentally appropriate activities, reflections, and exercises to engage students in exploring concepts of peace, diversity, and conflict resolution.

Additionally, the Student Workbook will include a list of further accredited peace education resources students can use.

Qualifications, Background, and Experiences

  • A strong background in education, with specific knowledge and experience in peace education, curriculum development, teacher training, and student engagement.
  • Demonstrated experience in designing educational resources, including manuals, workbooks, and teaching materials.
  • Excellent writing and communication skills, with the ability to create engaging and age-appropriate content for both teachers and students.
  • Familiarity with educational standards and frameworks relevant to ethnic education systems in Myanmar.
  • Experience working collaboratively with diverse stakeholders and incorporating feedback into resource development.
  • Experience working in multicultural and multilingual settings would be an asset
  • Extensive knowledge of ethnic education systems, and cultural dynamics, preferably in Myanmar.
  • Proficiency in Burmese or ethnic languages is preferred.

 

Submission Requirements

Proposals must include both a Technical Proposal and a Financial Proposal. 

  • Technical Proposal must include the following but not limited to:

Manual Development Methodology: Describe the proposed approach and methodology for conducting manual development, including research-evidence-based practices in peace education in the ethnic education context.

  • Conceptual Framework: Provide a draft conceptual framework outlining the key Peace Education concepts guiding the work.
  • Timeline: Present a timeline indicating the planned duration of the research activities and key outputs.
  • Team Composition: If you are submitting as a consulting team as opposed to as an individual consultant, please attach the CVs, and specify the qualifications and roles of each team member involved in the project.
  • Financial Proposals should only include the daily rates for conducting this work collectively as a team including a breakdown for the members of the team, if applying as a team.  
    • Any revenue occurring in Thailand is subject to withholding tax. If you are a Thai citizen, and or having a Thai work permit and or residing for over 180 days, then a 3% withholding tax will be applied.
    • If not, a 15% withholding tax will be applied for a non-Thai citizen, residing in Thailand less than 180 days.
    • If you are using an international bank account (apart from Thai and Myanmar), no withholding tax deduction will be applied, and you will be responsible for any applicable tax in your own country. 
    • Any transfer from USD to THB and or MMK will use the exchange rate from our system on the transfer date.

Evaluation:

The consultancy will be evaluated based on demonstrated expertise in the quality, usability, and relevance of the Peace Education Manual and Student Workbook, as well as the consultant's adherence to the agreed timeline and budget.
